PLR Empire review: a cheap PLR site builder whose bundle buyers asked for refunds far more often
PLR Empire is a cloud tool, launched on JVZoo on 2 November 2023, that builds a membership website pre-loaded with “25,000+” private-label-rights products. The front end has a low refund rate. The all-upgrades bundle has one of the highest refund rates we have recorded, and the sales page is offline.

Our verdict (editorial opinion)
A plausible tool at the front end, but the bundle's refund rate is a warning and the library's quality is unverified. JVZoo data shows 4.73% refunds on the $27 front end but 17.54% on the $167.53 bundle (OTO Ledger, 21 Oct 2026). Every review we could read is an affiliate page with a bonus offer. Nobody independent has assessed the PLR library itself.

The short version
- What it is: a hosted “self-updating PLR site creator”: you log in, publish a site, and offer PLR ebooks, articles, videos and software as free lead magnets or a paid membership (Glenn Review, Flashreviewz).
- Price: $27 front end (JVZoo realised average), $52.99 average spend per buyer across the funnel (OTO Ledger, 21 Oct 2026).
- Refund rate: 4.73% front end, 17.54% bundle, 7.05% funnel. The funnel figure is slightly above the 6.71% median, although OTO Ledger's page describes it as “at or below” the median.
- Front-end limit: only 100 PLR items a month can be displayed on your site; unlimited is the first upsell (Glenn Review).
Not enough third-party information to reach a full verdict
We looked for independent evidence and did not find enough to judge whether this product does what it says. Most of what is published about it comes from the vendor or from affiliates who earn a commission if you buy. Here is exactly what we checked and what was missing.
What we checked
- JVZoo data via otoledger.com (captured 21 Oct 2026)
- Two affiliate reviews: Glenn Review and Flashreviewz (both read 31 Oct 2026)
- The vendor's record of 11 JVZoo launches
What was missing
- The sales page (getplrempire.com did not respond to us; OTO Ledger also recorded it as unreachable)
- A list or sample of the PLR library
- Any independent buyer report
- Whether the site and library are still maintained in 2026
Claims that need corroboration before a fair verdict is possible
- “25,000+” (also stated as “22,000+” and “20,000+”) ready-to-sell products
- “Limitless hosting at no extra cost”
- Tapping a “$38 billion industry”
If you have bought this product, we would like to hear what you received, what you paid in total and whether a refund was honoured. Contact us. We will update this page when better evidence exists.

What the refund numbers say
JVZoo listed the front end at a 4.73% refund rate and the bundle at 17.54% (OTO Ledger, 21 Oct 2026). We cannot know why bundle buyers asked for their money back, but the bundle is the larger, upgraded purchase, so a rate nearly four times the front end's is worth weighing before you upgrade. Brett Ingram's 11 JVZoo launches average a 10.7% refund rate (same source).
What “PLR” actually means
Private Label Rights (PLR) is a licence to put your own name on content someone else wrote and to edit and sell it. It is not exclusivity. The same pack is sold to every buyer, and resellers often pass it on again, so you will compete with other copies of the same text. Related licences are narrower. Resell rights (RR) let you sell the product as it is. Master resell rights (MRR) also let your buyers resell it. Neither usually lets you change the content. The exact terms are in the licence file that comes with each pack, and different sellers of the “same” product can attach different terms. Read that file before you rebrand anything. Buying PLR saves writing time. It does not give you an audience, a unique product or an income.
Claims versus evidence
| Claim | What we found |
|---|---|
| 25,000+ ready-to-sell products | The number varies between 20,000 and 25,000 even inside one affiliate review. No library list was public. |
| Create a site “without any coding or design skills” | Plausible for a hosted builder; we could not see the dashboard. |
| Profit instantly by selling PLR to a hungry audience | PLR is sold to every buyer, so the same items will be on many other sites. Traffic is not included. |
| Cons: “I haven't found any other issue” (Glenn Review) | Written on launch day by an affiliate offering bonuses for buying through the link. |
Is PLR Empire a scam or legit?
It appears to be a real hosted product from a vendor with a long JVZoo history. Whether it is worth it depends on the library's quality, which nobody independent has documented, and on whether you can bring your own traffic. Buy the front end only, use the 30-day guarantee period to check the content, and skip the bundle unless you have a specific use for agency or whitelabel rights.
What we like
- Front-end refund rate below the median (4.73%)
- Low entry price
- 30-day guarantee quoted by affiliates
What to watch out for
- Bundle refund rate of 17.54%
- Front end shows only 100 items a month
- Seven upsells
- Sales page offline
- No independent review of the PLR library
